The Inspector of the Criminal Investigation Bureau is in charge
of the Detective Division, Women/Youth Division, Identification
Division, and Records Division.
The Bureau Inspector is responsible for the overall operation of
the Divisions, Sections and Units. He reviews all incident reports
and assigns those that will be investigated. He is also responsible
for the implementation and enforcement of all Department Rules,
Regulations, Policies and Procedures within his Bureau. Other responsibilities
include Freedom of Information director and Keeper of Records.
DETECTIVE
DIVISION
Seven investigators and one civilian secretary are currently assigned
to the Division. Cases are assigned to investigators by type and
geographic location (major crimes, crimes against persons, crimes
against property, checks & frauds, and UDAA/retags). By assigning
cases in this manner, investigators have been able to greatly enhance
their own skills and have been able to correlate and interface with
specialized units of neighboring police departments. The investigators
of the Division are also assigned the task of doing background investigations
on applicant positions in the Police and Fire Departments.
YOUTH
/ WOMENS DIVISION
The Youth/Women's Division is responsible for investigating cases
involving juvenile perpetrators and victims, school-related incidents,
and all reports of criminal sexual conduct complaints. The Division
also investigates cases of domestic abuse and reports the required
follow-up to Adult Protective Services. In addition to preparing
cases for court, they refer victims and juvenile offenders to appropriate
counseling and support services. There are two investigators assigned
to this Division, and they have received specialized training to
handle sexual assault complaints. They interact with the Detective
Division investigators to maximize information and investigative
leads in order to identify suspects and solve crimes.
IDENTIFICATION
DIVISION
Two officers and one civilian secretary are currently assigned to
this Division. Their duties include responding to and processing
major crime scenes, the collection and identification of latent
fingerprints, the collection and documentation of evidence, fingerprinting
applicants and preparing reports of their findings for investigators.
The officers in this Division have received training in crime scene
processing and photography, sketching, evidence collection, and
documentation.
RECORDS
DIVISION
Two full-time civilian clerks and one part-time clerk staff the
Records Division. These clerks are responsible for the maintenance,
preparation and entry of data from all Department documents with
the exception of traffic violations and traffic accidents. Their
duties also include entry of data into the State of Michigan (MICR)
Records Center. Along with data entry, the Division is responsible
for CCW permits, applicant fingerprinting and interfacing with other
criminal justice agencies. In addition, the clerks enter the data
from arrest records of both adults and juveniles and prepare and
send to the State, dispositions from criminal case proceedings.
Lastly, the Records Division fills requests for documents pursuant
to the Freedom of Information, subpoenas, and Discovery Orders.
